Decriminalization in the 90's provided parking control power to the Local Councils, and as a result, there has been a severe increase in the number of parking tickets handed out over there years. This small change has prompted more than a few people to appeal their parking tickets.

Some people arguably say that parking tickets are issued since the days of decriminilization just because the local officials were interested more in the collection of parking fines to in turn collect the increased revenues from it. Some however would believe that traffic wardens are being put under pressure to hand out tickets in order to meet the financial needs of the city.

Keep in mind that parking on public roads and streets will require a keen eye. You will want to make sure you are not parking in a no-parking zone which could include entrances to certain buildings or even certain city amenities like fire hydrants. These are zones in which you can be ticketed, and it may not be something that you can successfully appeal.

But it's a request that these private parking ticket companies should not be paid the valuable time of the day. In most cases the appeal will either be turned down or else if given will charge an illegal issuance later on from the officials. The reason for discouraging any contact with these companies is that they throw up constant empty threats because these are not legal issues but invoices.

To make my point more clear let me tell you one instance of a company called Euro car parks where they have never taken anyone to court for non payment of parking fines. If any company takes you to court in such cases they would have to prove that you as registered keeper and you were party to any contract (when you enter their car park you enter in to a contract). If they prove you were driving the car all they would be entitled to be the amount you should of paid e.g. 2 pounds for an hours extra parking.

To sum up do not pay the parking ticket even if you receive 3 or 4 threatening letters. Ignore them and they will go away or reply saying send me any more letters and I will bring a court order on you for harassment then ignore the rest of the letters they send you. As with all other parking tickets never pay up until you have gone to a parking ticket appeal service company to see if there is a technicality or some useful advice they can offer you.
